To mark Constitution Day during America’s Semiquincentennial, Phil Rosenfelt discusses the history, mission, successes and challenges of education in America.

The "Stories from our Federal Workers" series features current and former federal employees sharing their public service experiences. In celebration of the U.S. 250th anniversary, the program highlights careers, agency missions, and behind-the-scenes work. 

Deputy General Counsel Phil Rosenfelt of the U.S. Department of Education oversees legal services related to the development and implementation of Federal programs supporting elementary and secondary education; career, technical, and adult education; special education; rehabilitative services; and post-secondary education and has held this position, or a closely related one, since 2006. He also helps supervise legal work on technology-related and oversight matters and is a member of the Department’s Artificial intelligence Working Group. He earned a B.S. from the Wharton School of the University of Pennsylvania in 1966, a J.D. from Columbia University Law School in 1969, and an LL.M. from New York University School of Law in 1971. He is a member of the New York State Bar and the Bar of the U.S. Supreme Court.
